It refers to the inventory which are controlled at a place other than warehouse, like the cases where the stocks provided from a warehouse are put as a work in process item in the field, or the stocks are put on the floor or somewhere as a item which should be controlled in the manufacturing field instead of controlling at a warehouse. In contrast, the stocks controlled in a warehouse are called Warehouse Inventory.
